Speed loaders, clips, and chargers can be as fast as detachable magazines.
Skilled manipulation (e.g., quad loading) can be almost as fast as detachable magazines.
Firearms without magazines (e.g., double barrel shotguns) can maintain fast sustained fire speeds by skilled shooters.
Air guns and archery can be fast and effective.
Even if legislation offered a “magic wand” that could make even the knowledge of these technologies disappear, it would have no effect because alternatives can be just as effective.
