Hit the nail in the head. An infantry company today needs a platoon of clerks and data entry specialist to provide all of the useless shit to higher. The Army should have learned a lesson from the Kosovo train up, training for peacekeeping task makes it harder to get ready if a war stumbles in. Love to see the data on WHY NCOs can’t get it done. My theory is too much focus on Human Resources stuff and not enough on killing!

Often because NCOs don't know what the standard even is:

We did the shake and bake on a lot of leaders due to retention issues and war time demands. Some have figured it out or were developed as a leader. Some are post turtles. It’s the leaderships view of social engineering in the force. I will get in mor3 trouble for missing a DEI goal than a 15-6 investigation on a soldiers death due to poor training!

You are also hitting the nail squarely. This influence is also external: Congress pushes, senior leadership is beholden. If senior leadership releases a communiqué or new mandatory online class on some topic, it's likely they are responding to a congressional ass chewing. The Armed Forces Committees aren't doing likewise with small arms training. As my rep on the SAFC noted, it isn't even on their radar.

The flag level officers are beholden to congressional approval for the next star. If Chesty Puller or Dick Winter were leading soldiers today? How many GOMARs and other administrative actions would hit them until they comply?
